IEEE TRPMS 2021 Best Paper Award

All papers published in the journal in the year 3 prior to the year of the award (therefore all papers published in 2018) were eligible for consideration. The primary criteria for the best paper award are the potential impact and interest of the paper for the community as illustrated by the number of downloads and citations.
